Project Title:               Energy Efficiency in the Central Transmission and Distribution Network

Content:                      The project has two components:

·         Primary equipment: Refurbishment of Outdoor Primary Equipment at thirty two (32) substations

·         Secondary equipment:Provision of new HMI and SCADA interface at four (4) substations.

Detailed Design

The Contractor shall submit, a detailed design package, for each substation 60 days prior to start of work at the respective substation to be approved by the client for the following:

·         Primary equipment component, covering thirty-two (32) substations.

·         Secondary equipment component covering four (4) substations.

Primary Plant at thirty-two (32) substations

·         Dismantling of existing equipment.

·         Safe disposal and removal, and relocation of PCB contaminated equipment, and oils, to a client safe storage site, designated by the client.

·         Refurbishment / modification / installation of new of civil structures (supports, etc.) where required.

·         Manufacture, supply, installation, testing, and commissioning of the following new 35kV /110kV/220kV primary equipment:

O        Outdoor circuit breakers

O        Outdoor Current transformers

O        Outdoor disconnector (with ES)

O        Outdoor Voltage transformers

·         Installation of new junction kiosks, and control cabling from the outdoor primary equipment to the associated control panels housed within substation buildings.

·         Installation of indoor control panels associated with the new primary equipment, including DC supply panels as required.

Secondary Plant at four (4) substations

·         New local substation HMI based on client input requirements, at four (4) substations

·         SCADA interface RTU's at four (4) substations, with full compatibility to communicate with the National Control Centre.

                                   Safe treatment of PCB contaminated oil and equipment

·         All equipment shall be tested for PCB contamination prior to commencement of work on the respective equipment

·         Collection, transport, treatment or disposalof PCB containingoils and equipment.

The works should be completed within 760 days. No margin of preference will apply for bidders who offer a shorter completion time.

Bidding will be conducted by means of the International Competitive Bidding procedure with qualification as specified in KfW’s Procurement Guidelines (“KfW Guidelines”)[1].

Submission details:    Bids must be delivered to the address indicated in the clause ITB 22.1 of the bidding document on or before 13 October 2023, 2:00 pm Mongolia time. Late Bids will be rejected.

The bid language is English. Bid validity is 120 days. All Bids must be accompanied by a Bid Security from a reputable Bank. The amount of the Bid security is EURO 200,000.00

In the first public session, only the Technical Bids will be opened in the presence of the Bidders’ designated representatives. In the second public session only the financial Bids of those Bidders who have fulfilled the technical requirements as per the tender document will be opened.
