Energy Efficiency Specialist (International, 8 Person-Months, intermittent)

 

The international energy efficiency specialist (EES) will support analysis for building selection and will finalize the selection of building efficiency measures to be adopted under the grant. The international EES will (i) prepare modeling of heat demand reductions associated with the proposed measures, (ii) prepare the sustainability analysis, and (iii) develop technical part of the the draft bidding documents to recruit construction firms and suppliers for the efficiency activities. The international EES will support in the field during installation, preparation of materials and training for O&M, and periodic assessment of performance. The international EES will provide inputs to the various capacity development programs.

 

Detailed tasks and/or expected output.

 

The international EES is expected to work with MOE, PMU, other consultants, and civil society organization (CSO) in support of all targeted objectives under the grant. Specific tasks include, but are not limited to, the following:

 

  1. Provide overall technical guidance on building data collection, review and analyze the data collected, advise on buildings’ suitability for the grant and finalize selection of buildings in compliance with criteria set by ADB’s JFPR;
  2. Collaborate with the national EES and identify suitable energy efficiency measures for adoption and prepare modeling on the degree of heat demand reduction to be anticipated;
  3. Identify available and effective technology solutions or construction materials that can be adopted in the project and provide overall guidance and support with the assessment of possible providers to the national EES;
  4. Prepare optimized energy efficiency measures, cost estimate including O&M, implementation schedule for suitable buildings selected in (i). 
  5. Prepare the technical part of draft bidding document with technical specifications, evaluation criteria (including life-cycle assessments) for bid evaluation for the energy efficiency solutions to be adopted;
  6. Evaluate the availability of components and ease of installation and maintenance prior to finalizing the design configuration in collaboration with the national EES;
  7. Provide support to develop a road map for scalability of the proposed solution in collaboration with the other consultants as needed;
  8. Provide inputs for the various capacity development activities, tailoring for the relevant audiences considering their specific opportunity/impact area and level of technical knowledge;
  9. Provide support to the EA during construction and commissioning to ensure construction quality and adherence to design as well as during O&M in coordination with the national EES;
  10. Prepare building maintenance strategies to ensure enduring benefits from the energy efficiency measures in collaboration with the other consultants;
  11. Provide input for monitoring and evaluation of project activities, including financial and economic benefits of the project, and sustainability analysis; and
  12. The specialist shall ensure that environmental mitigation measures per EMP are incorporated into the design in coordination with PMU safeguards’ specialist.
  13. The specialist will also be required to provide other inputs as requested to ensure achieving project outputs.

 

Minimum Qualification Requirements:

 

The international EES must have (i) at least 12 years of experience in the design and implementation of energy efficiency projects; (ii) higher education degree on energy, construction, engineering economics; and (iii) experience working with similar stakeholder groups (e.g., government, domestic construction companies, etc.).  Experience in working for projects financed by ADB and other multilateral donors is an advantage. Oral and written English proficiency are required.
