Project Manager (National, 27 Person-Months, Continuous)

 

The Project Manager for JFPR grant will handle day-to-day tasks of the Renewable Heating Demonstration in Remote Areas Project as needed for timely implementation of the project activities. The Project Manager will report directly to the project coordinator of the integrated PMU for “Upscaling Renewable Energy Sector Project” and “Renewable Heating Demonstration in Remote Areas Project”.

 

Detailed tasks and/or expected output.

 

The project manager is expected to work with MOE, PMU, other consultants, and CSO in support of all targeted objectives under the grant. The main duties and responsibilities of the Project Manager will include the following tasks, but not limited to these only and is expected to perform any other tasks in the areas of responsibilities as deemed necessary.

 

  1. liaise with all concerned stakeholders and ensure effective and timely project communication, coordination, meetings and approvals, and closely cooperate and coordinate with the PMU;
  2. in close communication with the consultants and the implementing partner (the CSO) prepare and update the project implementation schedule, including the procurement, grant disbursement and contract management;
  3. coordinate with the related PMU staff and supervise consultants, the CSO, contractors and stakeholder activities to facilitate implementation according to plan, schedule and budget;
  4. in coordination with the consultants, prepare and finalize the selection of buildings for the grant implementation;
  5. in coordination with the consultants, identify key renewable heating and energy efficiency measures to be adopted in the selected buildings;
  6. in coordination with the related PMU staff and consultants, prepare draft tender documents for MOE and ADB approval;
  7. prepare a plan for scaling clean heating systems adopted in the country, including the total number of buildings that could be targeted, the investment requirements and the benefits;
  8. Plan and monitor the delivery of capacity development activities, community awareness raising actions, execution of the Gender Action Plan, and assessment of the project benefits in cooperation with the CSO;
  9. In cooperation with the CSO, conduct training for those responsible for heat system and building maintenance.
  10. Supervise, monitor and coordinate the work of the consultants, review and verify consultants work reports, time sheets, and other reports and basic financial documentsas required by financial and disbursement procedures.
  11. in coordination with the environmental and social safeguard officer, oversee compliance with the social and environmental covenants, and the implementation of the environmental management plan and Gender Action Plan; and
  12. lead the monitoring and evaluation of project activities, and prepare reports as required during project implementation, including the inception, monthly, quarterly, and annual reports, and the completion report after physical project completion.
  13. The project manager will also be required to provide other inputs as requested to ensure achieving project outputs; and
  14. Arrange and provide all necessary support during ADB missions.

 

Minimum Qualification Requirements:

 

The Project Manager for JFPR (Project Manager) must have (i) 8 years of professional working and at least 5 years of project management experience, preferably in projects financed by development agencies and donor organizations; and (ii) master’s degree in energy, renewable energy, business administration. Oral and written English language proficiency is required.
