1. The Government of Mongolia has received financing from the Asian Development Bank (ADB) toward the cost of the First Utility-Scale Energy Storage Project. Part of this financing will be used for payments under the contract named above. 
 
2. The Ministry of Energy, Mongolia (“the Employer”) invites sealed bids from eligible Bidders for the construction and completion of “Design, Supply, Installation and Commissioning of the 80MW/200MWh Battery Energy Storage System, plus 2 years of start-up operation support” (“the Facilities”). 
 
3. Open Competitive Bidding (International) will be conducted in accordance with ADB’s Single-Stage: Two-Envelope bidding procedure and is open to all eligible Bidders as described in the Bidding Document.
 
4. Only eligible bidders with the following key qualifications should participate in this bidding: 
 
(i) Average Annual Turnover. The Bidder must demonstrate a minimum average annual turnover (revenue) of USD 120 million calculated as total certified payments received for contracts in progress or completed, within the last three (3) years.
(ii) Financial Resources
⦁ For Single Entities: The Bidder must demonstrate that its financial resources, less its financial obligations for its current contract commitments, meet or exceed the total requirement for the Subject Contract of USD 50 million.
 
⦁ For Joint Ventures:
a. One partner must demonstrate that its financial resources, less its financial obligations for its own current commitments, meet or exceed its required share of USD 20 million from the total requirement for the Subject Contract. 
b. Each partner must demonstrate that its financial resources, less its financial obligations for its own current contract commitments, meet or exceed its required share of USD 12.5 million from the total requirements for the Subject Contract. 
 
c. The Joint Venture must demonstrate that the combined financial resources of all partners, less all the partners’ total financial obligations for the current contract commitments, meet or exceed the total requirement for the Subject Contract of USD 50 million. 
 
(iii) Contracts of similar size and nature. Participation as a Contractor, Joint Venture partner, or Subcontractor within the last five (5) years that meets the following criteria:
 
1. Supply and installation of at least one utility-scale battery energy storage system (BESS) with capacity of not less than 30 MWh;
 
2. Cumulative, supply and install utility scale BESS of not less than 120 MWh; and
 
2.   Supply and install at least two contracts greater than 20 MWh successfully operated for at least one year.

6. To purchase the Bidding Document in English, eligible Bidders should:
 
⦁ write to the address above requesting the Bidding Document for “Design, supply, installation and commissioning of 80 MW/200 MWh battery design storage system plus 2 years of start-up operation support”, and 
 
⦁ pay a non-refundable fee of USD 300 to the Employer’s bank account. Please send a request to: ⦁ oyungerel.ts@energy.gov.mn  in order to receive the bank account number.
