  1. The Government of Mongolia has received financing from the World Bank toward the cost of the Ulaanbaatar Heating Sector Improvement Project, and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include the support to the Consulting service for expansion and rehabilitation of 2F800mm diameter 5A main pipeline to 2F1000mm from TPP-3 to the point 1699 and  expansion and rehabilitation of 2F400/1F600mm 3G main pipeline to 2F700mm from TK-521 to  TK-328 of the Ulaanbaatar Heating sector improvement project.

TheMinistryofEnergynowinviteseligibleindividual(“Consultants”)toindicate theirinterestinprovidingtheConsulting service for expansion and rehabilitation of 2F800mm diameter 5A main pipeline to 2F1000mm from TPP-3 to the point 1699 and  expansion and rehabilitation of 3G main pipeline 2F400/1F600mm to 2F700mm from TK-521 to  TK-328 ofthe UBHSIP.InterestedConsultantsshouldprovideinformation demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteriaare:
  3. Bachelor's degree or higher in electrical engineering.
  4. Experience working in domestic and international projects and programs in the energy sector. It would be an advantage to have experience worked on an international project.
  5. Professional experience of at least 10 years.
  6. Advanced written and spoken English.
  7. Able to handle workload.
  8. Knowledge and practical experience of heating networks and equipment (valves, pumps, plateheat exchangers, boilers and other ancillary equipment).
  9. Complete knowledge of computer applications, ability to plan and edit official documentson MS-Word.
  10. Ability to work with AUTOCAD software.
    1. Ability to organize, perform, report,communicate, and make technical and design decisions. Duties and responsibilities:
      • To monitor and evaluate whether the electrical equipment of wells (man holes) and cabinetsor electrically controlled valves are made according to the design.
      • Ensure that electrical equipment, cables and other equipment meet design and standard requirements.
      • Monitor the installation of power transformers, high and low voltage cables, automatic control and safety equipment of pumping stations at the required level, detect and eliminate faults.
      • Take precautions.
      • Provide a set of documentsabout identified issues and the work progress.
      • Approve relevant open and covert work acts.
      • Make necessary calculations and research.
      • Provide professional and methodological advice to the contractor.
      • Monitor the compliance of construction materials, equipment, structures, product certificates, passports and other technical documents with national standards, specifications and design documents.
      • Enforce requirements in accordance with construction progress, plan implementation and electrical installation rules, technical operation rules, and safety regulations.
      • Submit implementation progress reports to the Project Implementation Unit from time to time
      • Attend the required meetings.
    2. “World Bank; Procurement Regulations for IPF Borrowers, Procurement in investment project financing, Goods, Works, Non-Consulting and Consulting Services”, dated July 2016 (revised November 2020) with an open and national market approach and is open to all eligible bidders as defined in the Procurement Regulations. A Consultant will be selected in accordance with the Selection based on the Individual consulting (INDV) method set out in the Procurement Regulations. Interested consultants must comply with the World Bank's Conflict of Interest Policy set out in the Procurement Procedures for World Bank Borrowers (updated July 2016 and November 2020). See also paragraphs 3.14 and 3.17 (b) (c) (d) of the above procedure for conflicts of interest related to this assignment.
