Invitation for Bids

1.         The Government of Mongolia has received financing from the Asian Development Bank (ADB) toward the cost of Upscaling Renewable Energy Sector Project. Part of this financing will be used for payments under the contract named above. Bidding is open to Bidders from eligible source countries of ADB.

2.         The Ministry of Energy (“the Employer”) invites sealed bids from eligible Bidders for the construction and completion of EPC contract forMyangad Solar PV (“the Facilities”).

3.         International competitive bidding will be conducted in accordance with ADB’s Single-Stage: One-Envelope procedure and is open to all Bidders from eligible countries as described in the Bidding Document.

4.         Only eligible Bidders with the following key qualifications defined in the bidding document may participate in this bidding:

i)              Minimum average annual turnover of USD 29,565,000.00 calculated as total certified payments received for contracts in progress or completed, within 2022-2024.

ii)             The Bidder must demonstrate that itsfinancial resources meet or exceed the total requirement for the Subject Contract of USD 5,913,000.00.

iii)           Participation as a contractor, Joint Venture partner, or Subcontractor, in at least one contract that has been satisfactory and substantially completed within the last 5 (five) years and that is similar to the proposed contract, where the value of the Bidder’s participation under each contract exceeds $ 5,913,000.

iv)           Experience in for at least 3 contracts for battery energy storage system integration into the renewable energy power plant satisfactorily and substantially completed within 7 years which have been successfully operated for at least 2 years.

v)            Experience in at least 2 installation contracts for solar PV plants with minimum capacity of 10MW ac in the last 5 years.

6.         To purchase the Bidding Documents in English, eligible Bidders should:

·       pay a non-refundable fee of USD 600.00 paid by direct deposit to below account.

7.         Deliver your bid:

·       to the address above in para 5.

·       on or before the deadline: 16 July 2025 at 11:00 AM (Ulaanbaatar time)  

·       together with a Bid Security as described in the Bidding Document.

Bids will be opened promptly after the deadline for bid submission in the presence of Bidders’ representatives who choose to attend.
