VACANCY ANNOUNCEMENT

The Government of Mongolia, through the Ministry of Energy (MOE) as the Executing Agency, is implementing renewable energy projects financed by the Asian Development Bank (ADB), including the Upscaling Renewable Energy Sector Project (Loan 3708-MON / Grant 0610-MON / Grant 0611-MON) and the Renewable Heating Demonstration in Remote Areas Project (Grant 9231-MON). Through its Integrated Project Implementation Unit (IPIU), the MOE is now recruiting three national individual consultants, through the individual consultant selection (ICS) method, for the following positions:

  1. Solar PV Construction supervision individual consultant (Upscaling Renewable Energy Sector Project);
  2. Project Completion Report development individual (PCR) Consultant (Renewable Heating Demonstration in Remote Areas Project); and
  3. Roadmap Development individual consultant (Renewable Heating Demonstration in Remote Areas Project).

Each consultant will be assigned to the IPIU and will support the Ministry in the implementation of the respective project, as per the scope of work stated below.

1.         Scope of Work for the Solar PV Construction supervision

Project: Upscaling Renewable Energy Sector Project (Loan 3708-MON / Grant 0610-MON / Grant 0611-MON), financed by the Asian Development Bank (ADB).

Source / Duration / Location: National individual consultant (ICS); an estimated 7 person-months (full-time, continuous); based in Ulaanbaatar with regular field visits to Myangad Soum, Khovd Aimag; estimated period August 2026 – 28 February 2027.

The objective of this assignment is to support the IPIU in ensuring effective implementation of the turnkey contract for the 19.8 MW solar power plant with 8 MWh battery energy storage system (BESS) in Myangad Soum, Khovd Aimag, under the technical supervision of the Sub-Coordinator responsible for Renewable Energy Projects. Detailed tasks include but are not limited to:

  • Implement responsibilities as stipulated in the “Regulation for the Utilization of Government Loans and Implementation, Organization, Financing, and Evaluation of Projects” (approved by Decree of the Minister for Finance No. 4 of 2021, as amended by Decree No. A/12 of 23 January 2024);
  • Coordinate technical matters with the Client and other project stakeholders (engineer, consultants, contractor) during construction; identify and prepare recommendations to resolve technical issues arising during project implementation;
  • Review and provide technical opinions on construction preparation and work plans, and on monthly, quarterly, and annual progress reports submitted by the Contractor; review technical documents and design solutions; and monitor implementation compliance;
  • Assist the IPIU in monitoring procurement of goods and materials arriving at the site through customs clearance and prepare relevant reports;
  • Assist the IPIU in monitoring the implementation of the domestic Environmental Management Plan (EMP) and the ADB Initial Environmental Examination (IEE) report for the new solar power plant;
  • Monitor construction activities to ensure compliance with the design brief and technical specifications;
  • Oversee and certify open and hidden work acceptance acts in accordance with applicable regulations in the energy sector;
  • Assist in obtaining necessary local permits and approvals related to construction (waste management, water supply and sanitation, common construction materials, etc.);
  • Monitor training sessions organized by the Contractor on construction-phase occupational health and safety, social protection, and environmental management;
  • Monitor technical operation training sessions for end-users;
  • Conduct site inspections as required and provide progress assessments;
  • Perform other related duties as required in accordance with the contract and project objectives.

Required Experience and Qualifications of the Solar PV Construction supervision

The Solar PV Construction supervision must have:

  • A university degree in energy engineering, renewable energy, or a related field;
  • A minimum of 10 years of professional experience in the relevant field, with at least 3 years of experience in implementation or monitoring of energy sector projects;
  • Oral and written English proficiency;
  • The consultant submitting the application must not work for a state-owned company in the energy sector.
  • Qualification: Certified Engineer or above
  • Prior experience working on ADB- or other international development organization-financed projects is an advantage.

2.         Scope of Work for the Project Completion Report (PCR) Consultant

Project: Renewable Heating Demonstration in Remote Areas Project (Grant 9231-MON), financed by a grant from the Asian Development Bank (ADB).

Source / Duration / Location: National individual consultant (ICS); an estimated 6 person-months (full-time, continuous, approximately 130 working days), including 14 field days in Arkhangai and Sukhbaatar aimags; primarily based in Ulaanbaatar; assignment ending 31 January 2027.

The objective of this assignment is to support the IPIU in preparing a comprehensive, high-quality Project Completion Report (PCR) assessing the project’s relevance, effectiveness, efficiency, sustainability, and development impact against the key performance indicators set out in the Design and Monitoring Framework (DMF) and Grant Agreement. Detailed tasks include but are not limited to:

  • Prepare a detailed work plan for the collection, consolidation, and analysis of data and information required for the PCR;
  • Collect and consolidate project documentation, including the project rationale, objectives, outputs, outcomes, costs, financing, procurement, and implementation records, and prepare a chronology of key project milestones;
  • Conduct beneficiary surveys in Arkhangai and Sukhbaatar aimags to assess project outcomes and the perceived benefits by end-users;
  • Validate and triangulate data and findings using multiple sources, including project records, field verification, and stakeholder consultations;
  • Assess and evaluate the actions taken by relevant parties in fulfilling the covenants and conditions under the grant agreement;
  • Assess project performance against the Design and Monitoring Framework (DMF), including comparison of baseline data, targets, and actual achievements for all indicators;
  • Analyze data and information on the project’s outputs and development effectiveness;
  • Prepare the PCR in accordance with ADB’s Project Completion Report guidelines and the Project Administration Manual, including application of standard evaluation criteria and rating methodology;
  • Assess and compare project performance against key evaluation criteria, including environmental and social safeguards compliance and alignment with development goals;
  • Evaluate the project’s economic and financial performance (where applicable), including cost-effectiveness and updated economic analysis;
  • Assess the implementation and results of the Gender Action Plan (GAP) and social inclusion measures, including benefits to vulnerable groups;
  • Review climate change mitigation and/or adaptation outcomes and environmental benefits generated by the project;
  • Assess key risks and assumptions identified at appraisal and during implementation, including how these were managed and their impact on project outcomes;
  • Evaluate the sustainability of project outcomes across institutional, financial, technical, and environmental dimensions;
  • Identify knowledge products and lessons learned from the project implementation experience;
  • Prepare recommendations on measures to ensure the sustainability of project outcomes and support future replication;
  • Prepare a draft PCR report and incorporate comments from MOE, IPIU, Ministry of Finance, and ADB;
  • Assist in organizing a stakeholder presentation workshop to disseminate the draft PCR findings to project-related institutions and beneficiaries;
  • Finalize the PCR report, ensuring consistency, quality, and compliance with ADB and other stakeholder requirements, including all annexes and supporting documentation;
  • Coordinate the timely submission of the final PCR to the Ministry of Finance and ADB in accordance with applicable procedures;
  • Undertake any other related tasks as may be required to ensure the quality, completeness, and timely delivery of the PCR.

Required Experience and Qualifications of the Project Completion Report (PCR) Consultant

The Project Completion Report (PCR) Consultant should meet the following minimum requirements:

  • A Master’s degree or higher in Energy Engineering, Renewable Energy, Economics, Project Management, or a related field;
  • At least 10 years of relevant professional experience in the energy sector, with a minimum of 5 years of experience in project implementation, or in monitoring and evaluation of energy sector projects;
  • Proficiency in both written and spoken English and Mongolian;
  • Prior experience working on ADB- or other multilateral development bank-financed projects is an advantage.

3.         Scope of Work for the Roadmap Development Specialist (Renewable Heating and Energy Efficiency Roadmap)

Project: Renewable Heating Demonstration in Remote Areas Project (Grant 9231-MON), financed by a grant from the Asian Development Bank (ADB).

Source / Duration / Location: National individual consultant (ICS); an estimated 6 months (approximately 130 working days), including 30 field days in remote regions of Mongolia; primarily based in Ulaanbaatar; assignment ending 31 January 2027.

The objective of this assignment is to support the IPIU in developing a practical, evidence-based Renewable Heating and Energy Efficiency Roadmap for Mongolia, supporting the scale-up of renewable heating technologies and energy-efficient building solutions in remote and urban areas. Detailed tasks include but are not limited to:

  • Review relevant national policies, laws, strategies, and existing studies related to renewable energy, heating sector development, energy efficiency, air pollution reduction, climate change mitigation, and rural energy access;
  • Review project documents, feasibility studies, technical reports, and operational data;
  • Assess existing heating systems and current renewable heating initiatives in Mongolia, and identify barriers and opportunities for scaling renewable heating systems;
  • Conduct consultations with the Ministry of Energy, local governments, utilities and energy service providers, development partners, technical experts, community representatives, and women and vulnerable groups;
  • Facilitate stakeholder workshops and interviews to gather technical and institutional inputs;
  • Analyze suitable renewable heating technologies including solar thermal, heat pumps, electric boilers, hybrid heating systems, and building insulation and energy efficiency measures, and evaluate their scalability, financial sustainability, and operational feasibility;
  • Assess environmental and social benefits including reduction of greenhouse gas emissions and air pollution;
  • Prepare a comprehensive Renewable Heating and Energy Efficiency Roadmap including: vision and strategic objectives; baseline assessment; priority interventions; technology pathways; institutional arrangements; financing mechanisms; capacity building requirements; policy and regulatory recommendations; gender-responsive and socially inclusive actions; monitoring and evaluation framework; and implementation timeline and investment priorities;
  • Present the draft Roadmap to stakeholders, incorporate comments and recommendations, and finalize the Roadmap and executive summary;
  • Submit editable and final versions of all deliverables in accordance with IPIU and ADB requirements;
  • Undertake any other related tasks as may be required to ensure the quality, completeness, and timely delivery of the Roadmap.

Required Experience and Qualifications of the Roadmap Development Specialist (Renewable Heating and Energy Efficiency Roadmap)

The Roadmap Development Specialist (Renewable Heating and Energy Efficiency Roadmap) should meet the following minimum requirements:

  • A Master’s degree or higher in Energy Engineering, Renewable Energy, Environmental Management, Energy Policy, Climate Change, or a related field;
  • At least 8 years of relevant professional experience, with demonstrated experience in renewable heating systems, energy efficiency, energy sector policy and strategy development, and roadmap or master plan preparation;
  • Excellent communication skills in English;
  • Prior experience working on ADB- or other multilateral development bank-financed projects is an advantage;
  • Experience in Mongolia or Central Asia is an advantage.
