Assignment Title: Development of a Transmission Network Expansion Roadmap and Green Energy Transition Strategy for the Power Sector of Mongolia

The Ministry of Energy (MOE) has received a Grant from the World Bank toward the cost of the Fifth Energy Sector Project and intends to apply part of the proceeds for consulting services.

The objective of the consulting services (“the Services”) is to formulate a comprehensive Green Energy Transition Strategy to support Mongolia’s power sector decarbonization, enhance energy security, and strengthen long-term sector resilience. The Strategy will include detailed policy recommendations and a phased implementation roadmap aligned with national development objectives, sector reform priorities, and Mongolia’s international climate and energy commitments.

The tentative duration of the assignment is 12 months, with the anticipated start date of 1 March 2026.

The MOE now invites eligible individual consultants (“Consultants”) to express their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (Revised in November 2017, August 2018, November 2020 and September 2023) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.   

A Consultant will be selected in accordance with the Selection of Individual Consultant (IC) method set out in the Procurement Regulations for IPF Borrowers.
